The Principal Engineer will be responsible for the holistic design and evolution of an existing optical transport and IP network. The position is responsible for providing influence and leadership to a team of engineering and technical professionals responsible for the design and support of network infrastructure. This position is also responsible for ensuring that the network adheres to unique contract requirements and established security guidelines related to the government contract. The Principal Engineer will play a key role in the development and sustainment of the engineering plans, standards, and processes according to customer short and long-term strategic network plans and specific contractual obligations.
Lead an entire engineering team to support the design at all levels of implementation across multiple technical disciplines. The designs and plans produced by the Principal Engineer and associated engineering personnel will have a direct impact on implementation projects and the performance of the entire operational network.
Serve as an engineering subject matter expert for all technical proposals. Will be responsible for all aspects of a proposal from an engineering perspective to include Bill of Materials, Basis of Estimate (BOE), Statement of Work, Level of Effort, Technical Volume, applicable procurement documentation according to Federal Acquisition Regulation (FAR), and any other supporting documentation in the proposal process. The expertise of engineering team subject matter experts from the multiple technical disciplines will be leveraged for support as needed.
Serve as the primary engineering lead representing CenturyLink to the government customer for engineering meetings/briefings, determining requirements, developing white papers, providing Rough Order of Magnitude (ROM) estimates, and any other tasks that establish clear communications from the customer at an engineering and design level.
Responsible for the accuracy of all Engineering Design Packages (EDPs) to include optical span designs, routing/switching designs, cabinet rack elevations, cabinet telemetry designs, site and cabinet power designs, and associated cable running lists. Also responsible for validating that the design documentation adheres to industry standards and contractual requirements.
Responsible for the development and periodic revisions to the System Engineering Plan (SEP) and Critical Design Review (CDR) documentation for the government contract.
Work with internal teams and government customer representatives to evaluate new technologies for potential integration into the network.
Assist with capital budget planning as required related to lab needs or other engineering requirements.

Well-rounded knowledge of telecommunications network technology and solutions. This should include a working knowledge and strategic understanding of DWDM, Carrier Ethernet, MPLS, OTN, SONET, TDM, LAN/WAN, VoIP, switching/routing, circuit provisioning, outside plant fiber characterization components (OTDR, Loss, ORL, PMD, CD), remote monitor/control telemetry, DC power components, fuel cell and battery backup technology, environmental components, and any other technology or solution specific to this government contract.
Working knowledge of servers, databases, network management applications, firewalls, IPS/IDS, and other components of network management.
Working knowledge of Information Assurance and cybersecurity concepts.
Strong written and verbal communication skills due to the significant quantity of documentation required as well as the frequent interaction with internal team members and external customers.
Strong interpersonal skills including negotiation, problem-solving, creativity, flexibility, and ability to work well in unstructured, ambiguous, or dynamic conditions.
Strong leadership qualities that can motivate others toward a common goal without direct personnel management authority.
Experience with project management, vendor management, presentations, budgeting, government contracting, and government customer relations.
Experience with network capacity management and evaluating network performance metrics.
Experience with technology evaluation, testing, and selection; and associated documentation.
Industry recognized network certifications are preferred, but not required.
Minimum of five years of advanced technology engineering experience in a related position is preferred, but not required.
